Sam was a worker and entertainer for Coconut Pete's vacation island in Costa Rica, known as Pleasure Island. Known by his colleagues as The Fun Police, Sam worked for the island for years and considered himself the best worker. When he found out that Pete was giving the island to his drug addicted nephew, Dave, Sam snapped and decided to kill off Pete and his competition. As a disguise, Sam masqueraded as the island's local legend "Machete Phil," and began killing while feigning innocence.
