As a child, William Chapman witnessed his parents' deaths at the hands of a man in a Santa suit. This was after his Grandpa had told him that Santa punishes those who are naughty by murdering them. So, Billy began to believe that Santa was behind his parents' deaths and believed that it was their punishment. He and his brother were sent to an orphanage, where they were abused by a strict nun named Mother Superior. Billy's trauma caused various mental problems and caused him to get in trouble with Mother Superior. One day at the orphanage, Billy witnesses one of the young nuns having sex through a keyhole. Mother Superior interrupted and whipped the couple with a leather belt, afterwards telling Billy that what he saw was naughty and needed to be punished, further enforcing Billy's ideals of punishment.
In 1984, Billy, now 18 years old, got a job at a toy store, with the help of Sister Margaret. Despite a couple mishaps, things go well until he's tasked with replacing a store Santa. Now, becoming the thing he fears most, Billy tries to adjust, even warning children who sit on his lap of the idea of severe punishment. But, he hits his breaking point when one night during an after party, one of Billy's co-workers is nearly raped by another. This causes Billy to experience flashbacks and snap, going on a killing spree to punish those who sees as naughty. His killing spree was eventually ended when he tried to kill Mother Superior and Captain Richards shot him twice in the back.
Though Billy failed in killing Mother Superior, his brother, who witnessed Billy's death, would eventually kill her in the sequel.
